[Open-education] The Changing Pedagogical Landscape study reports are now available - much on OER and MOOCs is within them

The European Commission has just published an 89-page Report on “The Changing Pedagogical Landscape” in Europe, together with an Appendix of country studies (eight) and institution case studies. The Report makes 11 key recommendations – available at http://www.changingpedagogicallandscapes.eu/eleven-recommendations/

The recommendations follow the tradition set up by the EU’s “Opening up Education” proposals, which were refined through various other projects and reports ending up most recently with this one – they are best described as “incrementalist”, ie pushing a bit harder than most governments want by default down a path towards fully open education, rather than jumping directly to that end point.  (Within the “incrementalist” community there is an increasing commonality of ideas and approaches.) However In their published form the recommendations do not mention OER or MOOCs at all. So why I am alerting this list? Because in the Report and Appendix there are many mentions of OER and MOOCs, with examples and case studies given, and their links to policy issues well argued. Also many of the recommendations are not specifically “European” - many countries have similar issues and other regions have confederations of quality agencies. All of us struggle with Prior Learning Assessment and Recognition/Accreditation of Prior Learning/[add other names to taste]
I hope that one of the report authors can take the time to blog to explain a bit more about the report and its relevance to OER-specific policies. Or would someone on our list like to review it in terms of its relevance to the open education agenda within the open knowledge constellation?
