[open-geodata] Query API for Open Data - including GeoNames

Be sure you align with:

-- Emerging GeoPackage standard from OGC: http://www.ogcnetwork.net/geopackage

-- GeoSciML: http://www.geosciml.org/ 

-- OGC Sensor Web for Internet of Things activity: http://www.opengeospatial.org/projects/groups/sweiotswg .
