Not a direct relation but the Unglue.it effort to free out of print works
is worth considering as a crowd funding model for freeing digitized public
domain content. See https://unglue.it/faq/rightsholders/

I also agree that the digitization funding workflow needs serious attention
but liberation efforts can be a good temporary effort until more general
open license funding models can be adopted and proven.
