[OpenGLAM] Future of OpenGLAM

Hi Heath, all,

Having volunteers leading Working (and Local) Groups is an established
practice at the Open Knowledge Foundation - OpenGLAM was unusual in that it
had the overall Working Group Coordinator also leading it! If that isn't
clear perhaps we should make that more visible on the website... I'll raise
with the Local Groups team too.

(Joris - hope all is going well, excited to hear how these plans progress!)
