[OpenGLAM] EU consultation on PSI directive implementation

Hi everyone.

I am still working on it, you will be the first to read it.

Aside from this, I got an invitation from the commission today for a
hearing in Luxembourg on the very same subject on November 13, 2013.
The preliminary agenda is attached for your information.
