Dear Sören,
I am personally like Linked Data and Semantic web ideas very much.
A few months ago I even modelled russian geopolitical ontology based on
FAO similar ontology and now it's publicly available
       here http://schema.opengovdata.ru/core/regions.owl and I advocated
using Semantic Web and Linked Data for some of
   coming government and non-profit project.

Here in Russia we have a few little communities related to ontologies,
semantic web and so on, but we don't have any education center or research
groups that could help to make idea of Linked Data influental. And this is a
problem, since for now I at least can explain decision makers and officials
that open data is valueble resource for common good but it's nearly
impossible to explain why it's important to create metadata usable for
everybody as Linked Data.

So to be honest, there is a chance that OpenGovData.ru will provide Linked
Data metadata, but for other projects like public government spending it's
less likely. At least this year.

Best Regards,
   Ivan Begtin
