Not sure who is charge

there seem to be plenty of open slots for flash talks, but a couple of
people told me that their
talks were turned down, including Hugh Glaser, who tried to give his talk
also in a previous
camp  but was not successfull

May we ask who is deciding which flash talks are accepted and which ones
turned out, based on what criteria?
