[open-government] UK govt depts failing to publish transparency reports

Despite promises of increased transparency, UK government departments
are failing to publish quarterly transparency reports in breach of the
Ministerial Code:

This is based on research by Who's Lobbying? - a new project to
develop an accessible and unified way of accessing publicly available
information on UK lobbying.

Perhaps increased public scrutiny will help ministers to prioritize
publishing these reports?
