Hi there Marco,
There are several proyects in the Sunlight Foundation around lobbying
activities. Also in Latin America www.inspectordeintereses.cl is an
example of using public information with those purposes. Note that I
am unsure if it is all open data, (in the very technical sense) but
for sure is public information
