[open-government] We need international open government data principles

Currently only the Australian (Federal) Government has the CC-BY Default
position.  This has been adopted as a result of the Gov 2.0 Taskforce.  The
Australian Information Commissioner has recently issued Principles on Open
Public Sector Information (also reproduced on the AusGOAL website - "what is
open").  AusGOAL supports the Principles makes a recommendation that other
jurisdictions and organisations follow them. The Commissioners principles
support AusGOAL (Principle No 6).. and we require the use of the least
restrictive licence.  (Incidently, this is not a new position, as GILF had
the same policy on this)

With regard to the other jurisdictions in Australia, AusGOAL is a nationally
endorsed framework, so as we continue its implementation, it will have a
similar affect in all of the jurisdictions, and also with our sectoral
partners.  We are deliberately moving away from the term 'public sector
information', and re-focussing on 'publicly funded information'.  Some of
our blog postings talk about that.

The other aspect to all of this is that 5 Australian jurisdictions have now
enacted right to information laws, requiring them to push information out
into the community.  However, without open licensing, the policy intent of
these laws is somewhat cut off at the knees.  So our position is that
AusGOAL applies to all decisions to release information under an information
law as well.
