There were also some earlier less attractive idea lists, but they weren't
really sustained or marketed.

NYC is experimenting with a number of ideation platforms at the moment, some
of which have yet to launch. There's also a system using Spigot called NYC
Simplicity Ideas Market:

And another one using a new platform by Local Projects (who did "Give a
Minute") called Change By Us: http://nyc.changeby.us/beta

NYC is also leading the charge with an extension to the Open311 spec to
include requests for information (the primary function of 311 systems) with
the Open311 Inquiry API: http://wiki.open311.org/Inquiry_v1

When that evolves to become publicly read/write like the Open311 GeoReport
API it should provide an open standard for such kinds of ideation or Q&A
platforms.
