[open-government] open data challenge and non-eu countries

Agree that we should make this broader in future Paul! The reason the
scope was limited to EU as we're currently trying to create a stronger
sense of an EU open data community - partly as this relates to current
EU policies (e.g. PSI Directive) and EU level initiatives (such as the
Digital Assembly in Brussels in June). In general the OKF is
international in its approach and outlook - and certainly doesn't want
to be Euro-centric!
