[open-government] Open Data and Open Access are not enough

Really interested.

I looked across the Local Authority spending in the UK and identified that a huge amount of the budget (40-50% typically) spent on homing the homeless was spent on administration and not actually accommodation. The information is there - but who is doing anything about it?
