[open-government] Open Data and Open Access are not enough

A number of people have sent  me replies and so I thought I would share this spreadsheet as an example of the data I referred to. This simple illustration raises many questions not least of which is the challenge that still exists in the quality and consistency of 'Open Data'. However by simply being presented with the data it allows us to start thinking about the questions we might like to ask. 

There seems to be a very high percentage of Homelessness budget being spent on administration and the questions remain - why?, is spend consistent?, if not why not?. How do demographics impact total spend and the breakdown of spend, for example, age groups, ethnicity, religion? 

Whilst the data is inconsistent, that should be no excuse for this excellent 'intelligence' not to be acted upon - so who is responsible for driving outcomes from all the work put in to deliver this Open Data?

Really interested.

I looked across the Local Authority spending in the UK and identified that a huge amount of the budget (40-50% typically) spent on homing the homeless was spent on administration and not actually accommodation. The information is there – but who is doing anything about it?
