[open-government] Sneak preview of Open Data Handbook v 1

Dear Anne,

thank you for the feedback. I think you raise valid point. And it would be great if you could contribute improve the related section of the handbook. Would you be up for drafting the section in question?

However it has taken us a year to come up with version 1.0 and we don't think its a good idea to wait any longer - it will be launched today. Your contribution will be very welcome for v1.1 and following which we plan to in much shorter intervals.
