As announced in their open government report

http://www.mce.gouv.qc.ca/publications/rapport-gautrin-web-2-2012-03-06.pdf

the Province of Quebec has launched an open data portal

http://www.donnees.gouv.qc.ca/

both sites are in French as that is the official language of the province.

I have provided an English translation of the report's recommendations at

You can see a list of Canadian open data portals on Wikipedia
