There is a campaign under way for Germany to join Open Government
Partnership:

In order to improve participation, freedom of information (FOI),
tansparency, and anticorruption work the legal situation has to be
changed to meet international standards:

Germany has to improve the federal FOI law, adopt FOI laws in 5 local
states (Bundesländer), ratify CoE and UN conventions against corruption
and improve transparency of funding of political parties to catch up
with Europe, America, OSCE, OECD and BRIC states (see appendix
<http://www.gp-f.com/en/ak.php#231>: weakness no. 2, 3, 4, 8, 34, 35 and
52 of National Integrity Report Transparency Germany
<http://home.broadpark.no/%7Ewkeim/foi-ngo.htm>).

Who will support this?: http://home.broadpark.no/~wkeim/foi-ngo.htm
