New internal Open Data Guidebook from the City of Philadelphia:

At a glance I can't see any mention of licensing or legal openness. Given
this isn't Federal government where one might argue that public data is
free of copyright by default (though still spelling this out is very
useful), it definitely seems like there should be an explicit open
license/legal tool compliant with OpenDefinition.org, no?
