[open-government] OGD principles : Completeness versus Primacy

The first principle takes care of the privacy issue by allowing datasets to
be deemed complete "...subject to valid privacy, security or privilege
limitations, as governed by other statutes".

What would probably help is the inclusion in (2) of the word 'Public' at
the beginning so that it reads "Public data..."
