[open-government] What Does $3.2M Buy in Open Government?

I totally agree with Samuel and Stef: Close process, not opened to non-US
projects (and it was not said) + no transparency about the rules of the
challenge and the selection criteria ...that's a shame for a so-called
"OpenGov" challenge :(

We spent time and energy to grow the "applauding" of our project Parliament
& Citizens ...for nothing because we're not from US?
