[open-government] What Does $3.2M Buy in Open Government?

Not speaking on behalf of Sunlight but as someone who regularly applied for
Knight funding from Europe, I think every private foundation has the right
to support whoever they want. However it seems true that Knight tends to
open up their challenges to the global community and then support US-based
organizations only.
