*Description*

Because of their vital role in the financial health of a country and the
lives of its citizens, there is a crucial interest in ensuring that public
contracts are fairly awarded, get good value-for-money, and are well
performed. Yet, public contracting is vulnerable to wastefulness,
mismanagement, inefficiency, and corruption. Open contracting aims to
increase disclosure and participation in all stages of public contracting
(from planning to completion of obligations). A growing number of countries
are enhancing disclosure with participatory options. Colombia and Liberia
are two OGP member countries that have made significant progress in opening
public contracts. Their experiences are suggesting the real potential of
Open Contracting to contribute to sustainable public resource management
and innovative performance in delivery of goods and services, and hence to
further demonstrate the value of open and accountable government.

for María Margarita Zuleta Gonzalez*

*María Margarita Zuleta* is the General Director of Colombia Compra
Eficiente (National Public Procurement Agency) since it started operations
in April 2012. Since 2012, Colombia Compra Eficiente works to ensure that
all contracts executed by the government agencies of all levels (national,
department and municipal levels) or by private entities that spend public
funds on behalf of the tax payers are fully disclosed. SECOP is the
information system run by Colombia Compra Eficiente where documents
regarding public contracts are to be disclosed.  She is a lawyer, graduated
from Universidad de Los Andes. Previously, Maria Margarita was Legal
Manager at CI Prodeco, partner of Brigard & Urrutia, foreign associate of
Shearman Sterling in New York, and lawyer at Acerías Paz del Río. In
government, she was Director of the Presidential Program for
Democratization, Efficiency, Transparency and Fight against Corruption. She
was also Viceminister of Justice. She coauthored the book Corrupción
Cerebro y Sentimientos along with Mauricio Rubio, Isaac de León Beltrán and
Eduardo Salcedo Albarán.

**Harold Marvin Aidoo* is the acting Executive Director of the Institute
for Research and Democratic Development (IREDD) a non-governmental,
non-for-profit organization dedicated to the  promotion of socioeconomic
justice, good governance and democracy in Liberia and in particular Africa
in general. Harold has over eight years of experience working broadly on
issues of governance and democratization in Liberia. Harold holds an
undergraduate degree in Sociology and MA candidate at the University of
Liberia. He has attended dozens of workshops and conferences around the
world on governance and democracy and presented papers focusing of several
topics.*

 Lindsey Marchessault*
*Lindsey Marchessault* is a Canadian lawyer and a consultant with the World
Bank Institute Open Contracting team. She has experience working with
clients in the extractive industries and worked for two years at the
International Centre for Settlement of Investment Disputes at the World
Bank in Washington, DC. For the past year, Lindsey has been involved with
the launch of the Open Contracting Partnership and the development of the
Open Contracting Global Principles and Data Standards. She has also
authored a forthcoming report aimed at introducing new audiences to Open
Contracting and the Public Contracting chapter of the forthcoming Guide to
Opening Government.
