[open-government] Opendata in Russia 2013 report

Dear colleagues,

  as you may know we also have opendata initiatives in Russia. Actually we
have a lot of opendata projects and datasets published but we have no much
documents about it in English.

Earlier Andrew Stott mentioned this document and translated a few key
findings.

This time our colleagues from High School of Economy and we from
Informational Culture not only prepared Opendata report in Russia 2013 but
also we translated it to English language.
