[Open-Legislation] API for parliaments / election results

Hi,

our group of central-eastern European parliamentary watchdogs 
(Sejmometr.pl, KohoVolit.eu, etc.) is just now working on some 
standardization (+ API) for parliaments (no elections results), which is 
going to be based on Popolo.
