[Open-Legislation] Opening up South Africa's by-laws

Hi Greg,

interesting! What is your strategy to get all the bylaws into the system?
Do have a crowdsourcing approach or does somebody do it centrally? I guess
you do not have automated procedures, right?

Do you intend to link them with legislation and case law?
