[Open-Legislation] Opening up South Africa's by-laws

Hi Clemens,
I have some scripts to aid in the process. I can add a new bylaw in about 30-60 minutes at the moment. I definitely am hoping to crowd-source this by building a web app to allow others to follow the same process for their regions.
I would definitely like to link to legislation and to case law. I am investigating which websites I can actually link to for each of those.
I am also discussing options with the South African Legal Information Institute (Saflii) who do a lot of work with case law -- including cross-linking -- and are moving into the legislation area.

I've launched a project in South Africa to make our by-laws more accessible. After seeing Oleg's blog post on the working group's relaunch, thought people on this list might be interested.
