[open-linguistics] OWLGPad

Dear all,

the old OWLGpad (http://okfnpad.org/OWLG) will be terminated on Oct,
15th (http://pad.okfn.org/p/etherpad-termination-notice). A new
service will be available afterwards and should be reached under the
same address, actually.

The new pad is under http://pad.okfn.org/p/OWLG, and I just updated
its content in preparation for the Oct telco. As of now, we should
only use this pad to coordinate.
