The Open Data Journal is both free-of-charge for authors and readers (I
think because it has UNESCO support and most labour is gifted voluntarily).
Henry Rzepa and I published 2 papers in it in 2002. So If we don't worry
about the odious Impact factor - and rely on the per-article excellence of
what we write - it may be a useful organ to consider publishing in.
