I echo your sentiments (including your analysis of the lack of any coherent
concerted "Open Access" pollicy in the UK -

The RCUK deserved our support but the OA oligarchy attacked it viciously
and relentlessly on dogmatic grounds. I have previously OKFN-blogged my
views on the "Open" access movement (
http://blog.okfn.org/2012/10/26/is-open-access-open/ ).
The OKFN must never become riddled with factionalism - cf the People's
Front of Judea (Monty Python). Its greatest assets are its
internationalilty, its huge proprtion of young people, its creation of
tools to change the world, its common purpose, its meriticracy and much
more.
Today I am going to the OKFN Open Data day in London and I'm going to have
fun and I'm going to listen to people and I'm going to help change the
world.
So is @okfn_okapi Chuff.

I am of course delighted with the US policy. US politics is tricky and
there will no doubt be a backlash. As always they need our support.
