Hi Dina,

it seems that most of websites with recipes have some kind of rating system, see e.g. (the first Google find):
http://allrecipes.com/
You just need to scrap it (or ask them). 

As a side note, http://arxiv.org/abs/1111.6074 (not ranking, but analysis of recipes for ingredients).
