I also find the comparisons between US and UK data from Zen
Faulkes<http://neurodojo.blogspot.co.uk/2014/04/cost-of-elsevier-journals-by-university.html>interesting.
As publishers see Europe and North America as stagnant
markets, a comparison with a country in their growing and still developing
markets such as Asia would be an insightful contrast. Here in Hong Kong we
have a number of top-500 ranked universities (particularly HKU, CUHK and
HKUST), plus "Code on Access to Information" legislation in effect (a
pre-1997 legacy) that Guy Freeman (cc'd) has been using to put together an
opengov.hk FOI portal. Unfortunately the access rules do not seem to cover
the university system here, but I'll discuss with Guy and the Open Data HK
group <http://opendatahk.com/> to see if there are ways around this. The
granting agency here does seem to be covered, and I think Guy is adding the
universities to the platform anyway, so we'll just submit requests and see
if we get the Swansea/QUB Elsevier drafted response back. If we find
anything interesting we'll let you all know.
