Can you decide on what you are using prior to knowing what you want to do
with it?

Mitar is speaking to specific kinds of use cases, which are crucial, IMHO.

In my view, a Planet should support the notion of complex adaptive systems,
and there is a vast body of literature on that topic which offers strong
suggestions for the kinds of use cases and scenarios that must be
scaffolded by any platform chosen.

Douglas Engelbart took that notion further; his program was about the
co-evolution of people, their knowledge (understandings) and the tools they
use, all together.  A platform should be able to grow with its user
community.
