[open-science] Canada's granting councils announce OA policy

Canada's three granting councils (CIHR, SSHRC, NSERC) have announced
their unified open access policy.

it's a mandate ("Grant recipients are required to ...")

repository (green) and journal (gold) open access are both supported
12 month maximum embargo
effective for all grants awarded May 1, 2015 and onward
