[open-science] Marie Curie fully-funded open science PhD available

Hah, this is the first I hear of an OA *publisher* in Bulgaria. Thanks a
lot for sharing it.

Also slightly unusual for a publisher to administer a PhD programme? But
cool that they've found funding to do it.
