You may already be aware of them, but The Principles for Open Scholarly
Infrastructure from Geoffrey Bilder, Jennifer Lin and Cameron Neylon are
very well-thought out on principles of governance and sustainability. The
authors invite others to discuss the principles raised in more detail and
they'd be a great starting point for more detailed thinking about
implementation options and the status of current infrastructures.

They don't use the phrase hallmarks of trust but the thinking is the same
“Ultimately the question we are trying to resolve is how do we build
organizations that communities trust and rely on to deliver critical
infrastructures."
