Looks like it was deleted from the main server and moved to 
<https://lists-archive.okfn.org/pipermail/okfn-discuss/>.

The closure of the list (but not its deletion) was announced in January 
2017: «Due to low volume of emails in this list, this list will be 
closed in the next couple of weeks».
