Is anyone aware of smart meter projects that have taken electricity or water consumption data and posted a value for specific buildings (perhaps overlain on a map) that reflects above/below (neighbourhood/municipality/national) average consumption rates?

Can anyone reference good documents that have investigated the privacy concerns of such projects?
