[open-sustainability] open sustainability for policy development

We're considering a project that employs some sort of framework to use open knowledge to complement public policy and
 regulatory development for air emissions.

Looking for any references describing any such frameworks, projects, theoretical backgrounds,
 etc?

Has this ever been attempted?
