[Open-transport] Canada's VIA Rail

Canada's national passenger rail has announced they will have
real-time data available on certain routes.  I wrote a blog post
encouraging them to make sure it was open data

I only knew of two national-level train open data efforts, from
France's SNCF and the UK's ATOC, if there are others please let me
know or add them in the comments.
