[Open-transport] Setting our working group's goals

Concerning the (un)conference participation, we should try to list the
places where we would like to participate and when needed work together to
build a proposition. This year I missed the submission date for the
Transportation Board Research annual meeting but next time I'll try to
propose something. Fact is that for major events, one needs to prepare
something 4-6 months ahead to eventually get a place under the spotlight.

We should also try to build a strategy and list of topics/expertise in
order to get some interest. (This does not have to be in the document, it
is just some discussions we could have on the mailing in order to build
separated documents)

Given the discussion I have, I strongly feel that there is plenty of room
for the WG, but at the same time transportation agencies are sometimes
conservative.
