[Open-transport] Community coordinated list of all railway stations around the world

As you can see in [1] TAF TSI LocationPrimaryCode is defined as follows:

<xs:element name="LocationPrimaryCode" type="Numeric1-5"/>

In Spain, they are actually defined as 5 alphanumeric and we will change
them to the new eschema
