[Open-transport] EU ITS Directive (Directive 2010/40/EU)

Hi Daniel,

I repeatedly used this directive already to ask for open transport data,
but as it isn't implemented in all legislations yet, it doesn't really
make things go faster, at least not in Belgium.

In The Netherlands I think this directive has already been translated
into their legislation, and therefore 9292 did some press statements
(that they're working on it). Correct me if I'm wrong :)
