I'm not a RailML expert, but my understanding is that it is mainly 
focused on infrastructure and exchange to operate the rail network for 
passenger or freight.
It is not designed for passenger information (like NeTEx or GTFS can 
be), so that's why Hacon or MDV are not involved in it.
