[Open-transport] GB Delay Attribution data

All,

Network Rail have recently released Delay Attribution data for trains in
the UK in a large set of CSV files.

You'll find the data under
http://www.networkrail.co.uk/transparency/datasets/ in the "Historical
Delay" section.
