I was as surprised as you when I found the event :D I have contacted the
organizer, and it seems that this is an opportunity for DB Systel to
demonstrate the benefits of opening transport data to the rest of DB
(and DB Fernverkehr in particular).

Apparently, they are going the route VBB took – careful steps into the
supposedly cold water by providing outdated data to a limited group of
developers first. I signed up and am looking forward to finding out more ^^
