Or it could be a minority of two :)
I don't have a strong opinion on apps.openspending.org, but I do have
a strong opinion on changing external interfaces or creating new ones,
about which here is no occasion to make any great exposition.
I strongly agree with your analysis of OS "core", and the challenges
to getting volunteer open-source contributions to it. The short term
solution here is to gradually modularise the core without breaking
external interfaces, which is in progress.
