[openspending-dev] Code review for i18n/translations

Hi all,

There are now 6 pull requests waiting for code review in the main
openspending repository.

I would really appreciate code review for one of them, pull request #624
- Updated translations, as soon as possible. It includes i18n support
for the jinja2 templates. So while it's not merged into master all
changes to the templates will require extra work later on in order to
add i18n support (and that will likely cause us to miss a few strings
that need translations).

So, if somebody could do a code review on that pull request, I'd be
really happy:
