[openspending-dev] New version of osvalidate in pypi

Hi all,

Just thought I'd mention that I just uploaded a new version of
osvalidate into pypi with a small bug fix. So small I did the code
review myself which I know isn't a cool thing to do and should be
avoided - I'm not setting a good example :(

This version fixes the error message mentioned by Pierre Chrzanowski in
this email on openspending:

Anyways, we got a new version out so I'm going to go get me some tea for
my mini-release party.
