[openspending-dev] Introducing the OpenSpending Load API

This is part of:

https://github.com/openspending/openspending/issues/670

and

https://github.com/openspending/openspending/issues/669

Key thing is #670. #670 is gated on #686 and #687 which are authz apis.
Once that was done we could build as a super simple independent service at
e.g. upload.openspending.org.
