[openspending-dev] OSEP for OpenSpending Data Package

Hi All,

I have created an OSEP for OpenSpending Data Package spec based on the
existing work in issue 731
<https://github.com/openspending/openspending/issues/731> and then updated
it to be in line with latest Budget Data Package work:
